Plescow Appointed to Fill Robinson Vacancy
At their Thursday, July 10, regular session, Council appointed Judith Plescow to serve the remaining two years of departing Council Member Karen Robinson-Payne's term. Robinson-Payne, the Council's first representative from the Windy Hill community gave up her seat after her recent marriage and move to a new home outside the Town limits. She was thanked publicly for her service by Council on July 24. Plescow, a Realtor, Board Member of the Fox Run Homeowner's Association, and candidate for Town Council in 2006, has a long history of community service. Her husband, Stephen Plescow, currently chairs the Town's Planning Commission.
Plescow's appointment, on the eve of the Town's projected "visioning" retreat, was the subject of some controversy. Council Member Mark Snyder pointed out that Robinson-Payne's resignation from Council did not become effective until August 1, and there was no real need for Council to rush to make an interim appointment. He suggested that Council take the time to seek out and listen to a number of potential candidates before acting. Newly elected Council Member Kathy Jo Shea agreed. Other members of Council, however, pointed out that finding someone willing and able to serve has been very difficult in a town of roughly 600 citizens; that Plescow was actively engaged in the life of the Town, had run for office, and had already agreed to serve if appointed. Snyder abstained when Mayor Davis called for a vote on the appointment. Shea, clearly distressed about the process, if not the candidate, cast the only negative vote, later insisting that the entire matter be discussed formally at a Council work session.
