Private Thaddeus Edwards of the Shenandoah Valley Young Marines appeared before Council on October 14, seeking adoption of a proclamation declaring October 23-31 "Red Ribbon Week" in Middleburg. The "Red Ribbon" program is a federal 501.c.3 drug awareness program, run by the 18-to-23-year-old Young Marines organization, and designed to help young people "live a drug-free, healthy life style."

Middleburg joined Strasbourg, Purcellville, Round Hill, Winchester, and other small towns across the country in supporting the program. The Council vote was unanimous.
